Does OSHA require annual training?

Short answer

Only some OSHA training is annual. Bloodborne Pathogens and Respiratory Protection are yearly. Forklift operators must be re-evaluated at least every three years. Most other standards, including Hazard Communication and Lockout/Tagout, require retraining when the job, equipment, or hazard changes, or when an employee's performance shows the training did not stick — not on a fixed calendar.

Retraining frequency by standard

StandardHow often
Bloodborne Pathogens (1910.1030)Annually
Respiratory Protection (1910.134)Annually, plus fit testing
Permit-required confined spaces (1910.146)When duties or hazards change; deviations require retraining
Powered industrial trucks (1910.178)Evaluation at least every 3 years; retraining after an incident or unsafe operation
Lockout/Tagout (1910.147)When machines, procedures, or assignments change; annual periodic inspection of procedures
Hazard Communication (1910.1200)At assignment and whenever a new chemical hazard is introduced
Fall protectionWhen conditions change or performance indicates a gap
Emergency action plan (1910.38)At assignment and when the plan or an employee's duties change

The trap in 'as needed' retraining

Standards without a fixed interval are harder to manage, not easier. The obligation is event-driven: a new machine, a new chemical, a new hire, a near miss, a changed process. Employers who only run a yearly refresher often miss the event that actually triggered the requirement. A tracked renewal calendar tied to each standard is the reliable way to catch both kinds.

What a defensible record looks like

  • Employee name and role
  • Topic and the standard it satisfies
  • Date completed and score
  • Certificate on file
  • Next due date, calculated from the standard's own rule
